That old 2005 PC game that can't be found

My friend has been telling me tales of a pc game...a pc game to end all pc games. 

There are multiple races and multiple classes. While you might be one class you can still practice all the skills and level them up. When a skill hits the max level you can restart the skill while keeping the bonuses (like skyrim's legendary thing except this isn't skyrim and came before skyrim and oblivion), same with your characters level. There are also ways to create skills in the game and you can name them. You can also name your weapon. The distribution of the stat points sounds amazingly complex with you being able to distribute points from strength in legs to eyesight, I don't believe there is a max cap for stats. Combat is just as complex too with being able to dodge hits by 'leaning left with weight on back left heel' and for your character to do exactly that. 

The last four bosses of the game are dragons (that go in the order of earth-> wind-> electric-> water) that live up on a mountain. You can create a party to go up the mountain to face them but the party will slowly be split apart because the path you take up the mountain depends on which class you are. There is also a race that lives on this mountain that climbs up and down it from level 1, the government sort of hates this race because for some reason their village is still able to exist on the mountain that has lots of high level monsters while the government struggles to survive in safer areas. Speaking of the government they are supposedly very controlling in the game. Either you are on their side and are forced to fight with them against the monsters (keep in mind this happens when you have high enough stats) or you are one of the ones they hunt down. The AI is rather smart too. If you have two characters that are named the same name and you are wanted dead in game then the AI will attack the one it suspects as being the right one (yes it is -that- smart). 

The game is also a sandbox game. Aka where you can make anything, and I mean literally anything, from basic items found in the game to new gear. For example ground some herbs together and you make a hp potion (you don't need skill levels for this but the skill levels help you somehow-friend didn't say how). You can also build say a building. You can destroy any building including government ones which is one of the ways you get on the 'wanted' list. The game's AI does build the buildings you destroy back stronger though. The game is also a free roaming and open world game, as long as you don't die you can roam anywhere your character can walk- which is kind of dangerous because some areas have some high leveled monsters. 

Your character is always online even when your computer isn't. You can customize the AI to be a certain way like craft items or gather items and you can also set it on roam but your character can never log out...and if your character dies it is dead. There is also pvp in the game but fortunately it is level locked where at level 1 you can't see almost anyone but at level 100 you can see a lot of players. 

The English name for this game is "the four peaks" or "four peaks" but you will not be able to find it on google. Believe me I've tried. That name has been translated from the Japanese game's name. I don't know nor can I find who made this game or what the website is...probably because this game was never advertised over here because the game is (and I quote) "too realistic". The game has been out since at least 2005 since that is when my friend started playing. And it still is available since his character is still playing on the server even right now as you are reading it. 

Can someone please tell me where to find this game? I would really appreciate it. This game supposedly is really popular in japan too. It is also supposedly free. Thank you.
